If you are confident with your video skills and are looking to buy great software, there is nothing better than Adobe® Creative Suite® 3 Production Premium software. I am a teacher and purchased it for my high school students and it has been an amazing learning tool. Photo editing, DVD burning, video editing and effects editing are all included, plus a lot more.
Premiere Pro has gotten a bad rap from video editing snobs, saying it's Prosumer and not legitimately professional video editing software. Hopefully these snobs are quiet now with the release of the CS3. Incredible creative power for the money and considering all that's bundled together, it's a bargain. There are 3 versions, one for the web, one for design. Adobe hit one out of the park with this software.
